Guilty, yes. Conscience? I think they simply have an aversion to prison. But they never should have run: everyone knows there’s no penalty for killing cyclists–it was an “accident” after all (they always are). You only get punished when you evade arrest or become an accessory after the fact (by helping the accused run). This is the best thing for Fred: now they’ll both actually face some penalties.
An earlier strip said that “the police identified the owner of the car … but they’re not saying”. A couple of days later, we learned that the police had arrested Councilman Turner and his wife, and that the car was registered in the wife’s name.
