Mostly because they drive to fast to have the time to perceive every think they should..
In the late 1990’s, with a pre-dawn commute, I put a survival strobe at the top of a rear cargo box. One morning a cop pulled up and told me he had seen it over one mile away.

Now I use an automobile tail light thing, because it’s not just a point source of light.

modern Tailights provide a bar of light, to make it easyer to estimate speed and way…
