You can't just ignore the cold weather and hole up because it lasts too long and is not predictable as to when it actually takes place (that 2 weeks isn't always contiguous, it might take as long as a month and a half to get our 2 weeks of ice and snow), so we have to have cold weather gear. I have been using the same cold weather gear for over a decade now, and I got mine used from a guy moving south (Central America) so there is no telling how old some of this stuff really is...
